[DRE-maint] Bug#683511: ruby-passenger should not depend on rubygem

Hi.

ruby-passenger currently depends on rubygem and rubygem depends on ruby1.8.
So it is currently impossible to install ruby-passenger without installing ruby1.8.

I think ruby-passenger should depend on rubygem or ruby1.9.1 because rubygem for Ruby 1.9 is already provided by ruby1.9.1.

This change would allow installing ruby-passenger without ruby1.8.
