[DRE-maint] RFA: rails and it's deps

Hi,

due to lack of time and will (and disgust with ruby library *best
practices*) and also with a burden of other horrible scripting
language (aka PHP), I offer all my ruby packages up for adoption.

Also Rails probably need a security update[*], but I don't have any
will left to do it, so I am stepping down as a maintainer.

(I will keep dnsruby, because it's a rdep to opendnssec 1.3.x and will
get removed with opendnssec 1.4.x, which will be in jessie.)

these, if you promise to give those packages the time they need.
