[DRE-maint] Bug#665297: haml-elisp: xemacs21 install

Attempting to install haml-elisp with xemacs21 also installed gets an
error

    install/haml-elisp: byte-compiling for xemacs21
    Compiling /usr/share/xemacs21/site-lisp/haml-elisp/haml-mode.el...
    While compiling toplevel forms in file /usr/share/xemacs21/site-lisp/haml-elisp/haml-mode.el:
      !! Wrong number of arguments ((require 3))
    >>Error occurred processing haml-mode.el:
    Wrong number of arguments: require, 3

Native xemacs21 doesn't have a "noerror" argument for `require'.
Perhaps /usr/lib/emacsen-common/packages/install/haml-elisp could skip
xemacs21 the same as it does for emacs21, if xemacs21 is not supported.

(poe.el from the apel package can mangle `require' to take the extra
arg, but it's usually a very bad idea to mangle core functions.)
