[DRE-maint] [Bug 999313] [NEW] Use SHA instead of SHA1 as libdigest-sha1-perl has been removed

Public bug reported:

This was completed upstream at http://www.redmine.org/issues/10242.

The file Redmine.pm which sets up access control for the repositories in
Redmine requires the library Digest::SHA1. This library has been
depreceated in favor of Digest::SHA which is backwards compatible. It is
a one line change and would avoid confusion. Maybe suitable for SRU.

** Affects: redmine (Ubuntu)
     Importance: Undecided
         Status: New
