[DRE-maint] Bug#732465: RM: ruby-tidy -- ROM; does not support ruby >= 1.9

Dear FTP masters,

please remove ruby-tidy. This package does not support newer Ruby
version than 1.8, which will be removed before jessie.

This package does not have reverse dependencies. It used to be required
to build ruby-bluecloth, but this has been fixed in unstable yesterday,
and will be in two days in testing.
