[DRE-maint] Bug#699581: yard: `yard server` broken

When I run `yard server` and access the running web server, both the CSS formatting and the Javascript interactivity are broken. On chromium, the following messages appear at the Javascript console:

Failed to load resource: the server responded with a status of 404 (Not Found) http://0.0.0.0:8808/css/style.css
Failed to load resource: the server responded with a status of 404 (Not Found) http://0.0.0.0:8808/css/common.css
Failed to load resource: the server responded with a status of 404 (Not Found) http://0.0.0.0:8808/js/jquery.js
Failed to load resource: the server responded with a status of 404 (Not Found) http://0.0.0.0:8808/js/app.js
Uncaught ReferenceError: jQuery is not defined :8808/:1
Failed to load resource: the server responded with a status of 404 (Not Found) http://0.0.0.0:8808/js/live.js
Uncaught ReferenceError: $ is not defined Uncaught ReferenceError: $ is not defined :8808/:43

The static HTML generated works fine.
