[DRE-maint] Bug#700419: rake-compiler: should provide rubygems meta-information

I just stumbled upon applications which are listing the "rake-compiler"
gem in their Gemfile. I have installed rake-compiler from the Debian
repository but it's not recognized as a gem since it doesn't provide
any Gem meta-information.

Running gem2deb rake-compiler gives a package with the required files:
./usr/share/rubygems-integration/1.9.1/specifications/rake-compiler-0.8.2.gemspec
./usr/share/rubygems-integration/1.8/specifications/rake-compiler-0.8.2.gemspec

So please include those files to achieve integration with rubygems.
