[DRE-maint] Bug#712715: redmine: Redmine version 2.x should conflict with 1.x plugins that cannot coexists anymore.

Dear Maintainer,

  Upgrade from 1.X to current 2.3 version of redmine breaks whenever one
of the redmine plugin is installed. Redmine complains that those aren't
supported anymore. Exact error message follows:

Plugins in vendor/plugins (/usr/share/redmine/vendor/plugins) are no
longer allowed. Please, put your Redmine plugins in the `plugins`
directory at the root of your Redmine directory
(/usr/share/redmine/plugins) Error when running rake db:migrate, check
database configuration.

  Making remine 2.3 package conflicting with all plugins ever packaged
for previous version of redmine (1.x) would probably fix this.

  The problem was encountered with redmine-plugin-botsfilter package.
