[DRE-maint] gettext_activerecord not compatible with gettext >= 2.3

Hi!

I am trying to update ruby-gettext to the latest upstream version 2.3.7.
There was some incompatible API changes done in 2.3, mostly on the
translation catalog handling side.

gettext_activerecord has not been updated upstream since end of
2009, and does not work with newer gettext. I can't find any mention of
this gem anywhere on upstream web pages.

The course of actions I see is to add a Breaks in ruby-gettext
debian/control and to fill an RM request after Wheezy is released.

Does it feel like the right way to do it?
