[DRE-maint] Bug#591979: I would rather do the extra work when some GPL library needs eventmachine

The two packages mentioned above won't require this,

thin is Ruby licensed, and stompserver is apache licensed.

When we really hit this problem, there are 3 options we have,

1. We could ask the upstream to add an openssl exception
2. We can create a separate package without openssl
3. Port eventmachine to use gnutls

For now, I'll add libssl-dev to build deps.
