[DRE-maint] Bug#727049: Patch to fix

Hi !

Just patched the install over here, I've added the code 
from: https://github.com/openid/ruby-openid/blob/master/lib/openid/fetchers.rb
to get the missing function. Was there a reason to not
include this function ?

The patch needs to be applied to
/usr/lib/ruby/1.8/openid/fetchers.rb
