[DRE-maint] Bug#723007: gem2deb should extract Build-Depends from gemspec

Dear Maintainer,

gem2deb should fill the field Build-Depends using the names of
the packages described in the gemspec as development dependencies.

Probably the development dependencies of most gems are too broad
compared to what is expected to be found in the Build-Depends, but
they are a good starting point from which a reasonable Build-Depends
can be created.
