[DRE-maint] Bug#757726: ruby-rchardet: require 'rchardet fails' with invalid multibyte escape

Dear Maintainer,

Here is what I did:
sudo apt-get install ruby-rchardet
$ irb

The Ruby 1.9 behavior is what I expected in Ruby 2.1.1.
