Hi,

Horizon, otherwise called "OpenStack Dashboard" now needs version 3 of the
static files (eg: javascript and .scss files) provided by the package
compass-bootstrap-sass-plugin.

Note that 3.0 was released on the Nov 1, 2013, so an update is overdue
already. Please upgrade to version 3.x ASAP.
