[DRE-maint] Bug#774043: Build failed to create GEM

The source package misses the metadata.yml, which is available in the
source 0.9.0 generated at:

 http://pkg-ruby-extras.alioth.debian.org/cgi-bin/gemwatch/fast_gettext

OTOH this source misses the whole build environment.

This renders the gemspec invalid and results in a binary package missing
the GEM.

Adding the metadata.yml from the source as a patch, fixes the build for me.
