Sass libraries generally are usable without Rails, and I see no reason
it should be any different for this one.

Please therefore relax to only suggest ruby-sass-rails.

Raising this to important, because pulling in 14MB on a web server is
serious for some users (e.g. when running a webserver from a tiny ARM
box).
