[DRE-maint] Bug#740798: ruby-nora: hard to port ruby1.9/2.0/2.1

Hi ruby-nora maintainers,

 ruby-nora depends to ruby1.8 that is intended to remove now, and it's not
 easy to port ruby1.9.1, 2.0 and 2.1.

 Also ruby-nora is not maintained in upstream since 2004, distribute site
 raa.ruby-lang.org was retired and encourge to use gems but there's no nora
 gems. Without love for 10 years is enough.

 It's not worth to maintain ruby-nora package more, IMO.

 Fortunately, no packages depend on ruby-nora.

 So, maintainer, what do you think? Please tell us your thought.
 If no objection for it, I'll file RM request for ruby-nora.
