[DRE-maint] Bug#746677: generators be installed in a top level directory causing file conflicts

possibly other rails files also needs special handling to avoid file
conflicts.

Or is it really an upstream bug?

temple gem has generators inside lib/temple

Note these are template files, not libraries for the ruby load path.
They're packaged in the wrong dir.
