[DRE-maint] Bug#770194: please confirm the version of ruby-i18n

Hi,

This bug looks very much like #765124 [1], which is triggered by a
version of ruby-i18n not compatible with the version of ruby-stringex in
Jessie. Could you please ensure that you can reproduce the bug with
ruby-i18n set to version 0.6.9-2?

If the bug is not reproducible with the version of ruby-i18n in Jessie,
then I'll probably add a version << 0.6.11~ for ruby-i18n in the
dependency line of ruby-stringex.
