[DRE-maint] please give back to armhf buildd ruby-fftw3; successful build on porterbox

Dear wanna-build team,

Could you please give back ruby-fftw3/0.4 to armhf buildd? At some point
it suffered from segmentation fault during the build, see:

but I was able to reliably build it on harris.d.o, in a chroot, without
modification. The error was therefore an transient problem, probably in
the interpreter.
