[DRE-maint] Bug#765092: Add support for ppc64el platform

Justification: fails to build from source

Hi,

The package ruby-ffi package fails to build on ppc64el due to two things:

 - A bug that consider ppc64 as powerpc (32 bits)
 - The platform was not added into the packages. 

So, I was able to create a fix to both, and now ruby-ffi builds fine on
ppc64el, fixing the problem described in 1) and using debian/README.porting to
generate the types for the new platform.
