[DRE-maint] Bug#761653: RM: ruby-strong-parameters -- ROM; now part of rails 4

Dear FTP masters,

Please remove ruby-strong-parameters from the archive. This package
never migrated to testing due to file conflicts with other rails-related
packages in the rails 3 days, and is now officially part of rails 4,
which is the (only) version in testing to be part of Jessie release.
