[DRE-maint] Bug#813770: gitlab_url for gitlab-shell is set incorrectly only GITLAB_HOST is set and host is not set in gitlab.yml

though a simple fix exist, it makes the default installation unusable.
If you change gitlab_url in /usr/share/gitlab-shell/config.yml, things
start working.
