the issue is caused by some setup that needs to be done by applications
when using the i18n library, that was not mandatory before ruby-i18n
0.7. Those tests are testing integration betweem sinatra and i18n, in
the case when the application makes use of i18n (which they do not, by
default - not that ruby-sinatra does not depend on ruby-i18n).

Independent of that, applications using i18n (with sinatra or not) need
to be fixed anyway.
