Justification: renders package unusable

installing gitlab via apt with LANG=en_US.UTF-8 results in this:

Create database if not present
psql: FATAL:  database "gitlab_production" does not exist
createdb: database creation failed: ERROR:  encoding "UTF8" does not match locale "en_US"
DETAIL:  The chosen LC_CTYPE setting requires encoding "LATIN1".
dpkg: error processing package gitlab (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 gitlab
