[DRE-maint] Bug#815802: ruby-gir-ffi: Requiring 'gir_ffi' fails

Dear Maintainer,

first of all thanks for looking at the issue.

However I am afraid it is not fixed yet, ruby-ffi-bit-masks should be
added to the Depends field, while right now it is only in Build-Depends:

TBH I am not sure whether it should be in both fields but it is
definitely needed in Depends.
