[DRE-maint] Bug#839137: obs-api: Search function does not work

Dear all,

After investigate, the search function doesn't work due to searchd
from sphinx doesn't run. After fixed permission for it's log and pid
file and generate it's index. It now runs and starts by clockworkd.
