This is a known bug that has been fixed in git.

The obsapidelayed script should calls rake instead of rake.ruby2.3 in
stop) case.

Please patch this manually if you are running 2.7.1-1.
- run_in_api rake.ruby2.3 ts:stop
+ run_in_api rake ts:stop
