I suspect dirmngr which is needed for one test to be the cause of this.
As this test fails anyway in pbuilder if invoked with USENETWORK=no, and
I couldn't find a way to make it work, I'm disabling the test for now.

I'll make sure that the build process doesn't access the network after
this.
