Do remember if you do that that debconf may not be installed during
the postrm, so you have to be quite careful in the way that you do
this.  What will you do if debconf is not installed - delete the
database anyway or be safe and leave it?

But in the normal course of events, I would expect to be able to purge
a package (with appropriate warnings) and then be able to start again
with a clean slate.
