[DRE-maint] Bug#853164: Default tasks max seems too low

While doing a test build of quite a few diferent package, I'm running into an
issues like:

[   25s] /srv/obs/run/worker/1/build/init_buildsystem: fork: retry:
Resource temporarily unavailable

Starting from systemd v231 each service gets 15% of the maximum amount of tasks
of the system. Which should be enough for most services, but when running a
set of worker instances this can spike up during some builds and dos others.

A reasonable fix would probalby to add a systemd override to the package to
bump this to say 75% by default?
