[DRE-maint] Bug#856432: Can't be reproduced

Hi,

I tried reproducing this bug in a Stretch image using docker and was unable
to do so. GitLab was installed and configured without any issues. See the
log for the complete installation details. I installed
gitlab-8.13.11+dfsg-4 from unstable.

PS: I was on docker, which restricted automatic starting of postgresql
service. So I first installed postgresql and started the service and then
installed gitlab.
