Hi!
This is not a bug in gitlab-shell, but in the gitlab package. I can reproduce
it with the testing version of the gitlab package (8.13.11+dfsg-2):
Setting up gitlab (8.13.11+dfsg-2) ...
Creating/updating gitlab user account...
adduser: Warning: The home directory `/var/lib/gitlab' does not belong to the user you are currently creating.

The unstable version (8.13.11+dfsg-4) installs just fine. Reassigning to
gitlab and adjusting the version and title.
