[DRE-maint] Bug#858974: gitlab: Anonymous cloning of public repos over HTTP does not work

With a freshly installed instance, when I try to
`git clone http://HOST/USER/PROJECT.git` a public project, I get a username
and password prompt.

Maybe related to https://gitlab.com/gitlab-org/gitlab-ce/issues/199?
