If the target is supposed to be there (because there is a
Depends: target-shipping-package), usually something will be broken if
the link was messed up. If the target is clearly optional (often
indicated by using Suggests: target-shipping-package), some missing
feature will not break stuff. And if I'm unsure, I start with higher
severity. In this case I missed that there was a /doc/ in the path ...
so downgrading is fine.
