[DRE-maint] archiving ruby-feedtools

Quack,

It seem I lack power on Salsa do archive a project. This project has 
been removed from Debian in 2013 but because the repository is still 
around it still received updates. I guess it's fine to keep the data 
around for some time but at least we should close the project.

Could someone with more access give a wing?
