It is a known issue, the version in unstable is broken. It is fixed in experimental. I'm waiting for protobuf and grpc versions in experimental to reach unstable. Also new gitlab versions are stuck in NEW because of gitlab-common binary package was added.

If you want a working version, use people.debian.org/~praveen/gitlab until we fix this situation.
