[DRE-maint] Bug#916306: gitlab: Error during gitlab installation

Thanks for the pointer.

I renamed /var/lib/gems and when I run dpkg configure, I get:

Setting up gitlab (11.5.4+dfsg-1) ...
Traceback (most recent call last):
    1: from /usr/local/bin/bundle:23:in `<main>'
/usr/local/bin/bundle:23:in `load': cannot load such file --
/usr/share/rubygems-integration/all/gems/bundler-1.16.1/exe/bundle
(LoadError)
dpkg: error processing package gitlab (--configure):
 installed gitlab package post-installation script subprocess returned
error exit status 1
Errors were encountered while processing:
 gitlab

Any idea what this error is?
