[DRE-maint] Bug#890333: gitlab: javascript errors after upgrade to 9.5.4

Hi,
so running:
# npm install document-register-element at 1.3.0
and 
# NODE_PATH=/usr/share/gitlab/node_modules webpack --config config/
webpack.config.js 

fixed second browser console error, javascript now loads, dashboard loads too
