[DRE-maint] Bug#910058: gitlab: please depend on bzip2

Hi,

currently, when clicking on the "Download tar.bz2" link without having
the bzip2 package installed, gitlab returns a 500 error to the user.
After installing the bzip2 package, this doesn't happen anymore and a
bzipped tarball can be downloaded normally.

Hence, it would probably prudent to depend on the bzip2 package.
