[DRE-maint] ruby-rbnacl depends on pkg-config

Hi,

I'm wondering why the ruby-rbnacl package depends on pkg-config, and if it might
be possible to remove that dependency.

pkg-config brings in a bunch of development tools, which on a production system
would ideally not be installed, so it would be nice if this wasn't a dependency.
