I don't think this is right.

1. 8.x to 9.x saw a big jump in whole front end architecture and code. So it cannot be generalized.
2. Currently backports only releases are not an option, until that is possible, it is not a good idea to block testing migration.
3. Rules are made for us, not the other way around. Even under current policy there are packages with no security support in stable (whole node packages).
