[DRE-maint] Bug#926200: open-build-service: Use debconf to configure obs-worker and obs-server

Dear Maintainer,

To configure the frontend (obs-api) location in obs-server and server
(obs-server) location in obs-worker, and the number of workers running, we
could ask users while installing them via debconf.

That would make user's life much easier. After the installation of the packages
would have no need to edit manually config files.
