[DRE-maint] Bug#923891: 4.0.3

This was fixed by 4.0.2, and is still listed under excuses. What's the status of this package?  I am using Redmine 3 on Debian and would like to upgrade to 4.  I'm happy to test or help out.  But upgrading to 4.0.3 would seem the obvious first step.
