[DRE-maint] Bug#946838: vagrant: Should add Breaks for unsupported virtualbox versions

Hi!

This package requires explicit support for each virtualbox minor version
which means it keeps breaking unexpectedly whenever a newer virtualbox
gets uploaded to unstable, w/o any warning from the package system.

Because we know those supported versions beforehand, when packaging a
new vagrant version, we can declare Breaks on newer virtualbox
versions not supported, so that when the above happens we get a clear
notice from the package system.

I imagine that for the current version just having something like:

  Breaks: virtualbox (<< 4.0), virtualbox (>= 6.1)

would do? (Even though 4.0 is pretty ancient. :)
