[DRE-maint] Bug#919478: rails: Tests failing, but package still builds

There are two specific issues here, it seems:
(1) dh_ruby --test does not actually run any tests, they are run in --install
(2) dh_ruby --install still succeeds even though the tests fail, see the build log:
