[DRE-maint] Update package ruby-bundler for debian buster

Hi,

I think it would be a really good idea to update ruby-bundler to v1.17.3
for the debian buster release. There are some very annoying bugs in the
current version repo version v1.16.1:

Bundler v1 is very stable I really doubt that upgrading to v.1.17.3 would
cause any problem to debian users. Having bundler packaged by the debian is
really useful for writing systemd unit files. So I think we definitly
should update.
