[DRE-maint] Bug#923507: [proposal] Move long list of recommends from ruby-rails to rails binary package

Currently ruby-rails pulls a lot of packages via recommends including 
chromium browser. I suggest we move the recommends list from ruby-rails 
to rails binary package.

Another option is to move all of this as Depends of a rails-dev binary 
package (or change recomends to depends in rails binary). This will 
also help us with autopkgtests which currently depends on the 
deprecated restriction needs-recommends.
