This is because by default, the following command will be run by Testsuite: autopkgtest-pkg-ruby 

gem2deb-test-runner --autopkgtest --check-dependencies 2>&1

Since that does not work, you can remove that field and create debian/tests/control
and call this command without --check-dependencies  option.
