[DRE-maint] Bug#940709: Possible improvements to gitlab init script

On a deeper search found this https://unix.stackexchange.com/questions/150343/how-can-this-init-script-start-without-its-dependency which means only chkconfig can handle dependencies and it is not available in debian. I wonder if there is another tool that can handle dependencies.
